Housed in The Ritz-Carlton, Philadelphia, across from City Hall, 10 Arts Bistro & Lounge offers a fetching New American menu with an emphasis on fresh, seasonal ingredients and swanky comfort food. Dinnertime appetizers include foie gras torchon with a blackberry and tarragon compote, while mains range from seared blue-eyed scallops with sunchoke purée to pork chop with bean cassoulet. Creative cocktails and an approachable wine list are available, too. Breakfast and lunch are also served.
