In a region where easygoing California cuisine predominates, this restaurant, with its elaborately constructed classic French dishes, is a bit of an oddity. But Algerian-born chef-owner Jacques Mokrani is a colorful character and his food has plenty of personality. Mokranis best starters include escargots in garlic butter and prawns provençale. Standout entrées include the sweetbreads with port and the veal with applejack. Subtle essences are distinctively combined in the creamed vegetable soups. For dessert, a couple of real winners are the chocolate and hazelnut mousses. Served in a pleasant, remodeled Victorian house, dinners include soup, salad and dessert.
