A starkly minimalist dining room, with white walls, white linen tablecloths, plush white leather chairs and splashes of colorful nosegays in glass bowls placed here and there, manages to feel warm when filled with diners. A two-level outdoor patio proffers a pretty view of Biscayne Bay at all times. The cuisine, too, is minimalist in a contemporary way. Sometimes the uncomplicated Mediterranean fare is simply first-rate, like a salad of warm baby beets, creamy goat cheese and garlic slivers atop arugula. Other dishes, though, are simply simple---the ingredients fresh and of high quality, but lacking pizzazz. Mendoza is more enjoyable as a lunch spot, when downtown workers add some buzz and sunlight sparkles on the Bay.
