Ms. Tootsie’s RBL Restaurant Review:

Ms. Tootsie’s RBL (Restaurant Bar Lounge) started as a no-frills soul food café with kickin' Southern cuisine. Owner and entrepreneur Keven Parker expanded the concept, taking over the adjacent space, to include a sexy lounge and restaurant scene --- with the same food but a seriously upgraded ambience, including bottle service and a private skybox lounge. We recommend the fried chicken, the gooiest macaroni and cheese, crisp fried catfish and the caramelized yams so sweet they taste like dessert. Double Dare You chocolate cake and coconut cake are among finales. Parker also owns Simply Delicious Catering and operates his own stand at the Reading Terminal Market.
