Replacing Johnny’s Half Shell after its move to Capitol Hill, this prim and proper French-style eatery tries to capture its share of the P Street crowd, but somehow the food and service lack the requisite dazzle and allure. The menu parades a veritable array of French dishes: bone marrow with sea salt, Morteau sausage with green lentil stew, steamed mussels, grilled rare tuna with green beans and fennel.
