THIS RESTAURANT HAS CLOSED. It's a Latin explosion at Noche, a four-story dining room where the drink of choice is the mojito and the ceviches are tangy. David Emil, who ran Windows on the World, is the proprietor, and some staff members from that late, great restaurant work here. Dancers converge on Wednesday nights for live salsa (at 10 p.m. and 11:30 p.m.), on Fridays and Saturdays the joint is jumping all noche long: it's open until 3 a.m.
