About the restaurant: This reincarnation of chef Phillip Frankland Lee’s former Beverly Hills tasting bar concept sits on the second floor of Encino Place. Enter and find a bustling open kitchen surrounding a roaring wood fireplace, creating its own little world apart. Lee is charming and personable; he visibly enjoys visiting each table to recommend his favorite limited-production California wines (Thacher, Vino V, Juicy Villages) or local drafts from Poseidon Brewery. About the food: Scratch Bar & Kitchen debuted a transformed dining room along with a progressive, 20-plus-course tasting menu experience ($145 per person). Expect dishes like diced jellyfish with soy, ponzu, yuzu kosho and black truffle. From Margarita Kallas-Lee is a cheese course of Triple-Crème Camembert Iced Cream drizzled with smoked honey. There’s also a cocktail bar and an expanded wine list curated by sommelier Gavin Humes.
