Open since 1962, Tong Yen notes its celebrity clientele of famous politicians and actors. Overseen by Therese Luong for 50 years, it now belongs to the gastronomic group Black Code. Entirely refurbished, the place comes with a modern setting in brown and beige tones. After a stint at the Mandarin Oriental Tokyo, the Japanese-born Arishima helms the kitchen. The menu includes Chinese classics along with Thai and Vietnamese dishes. Jacques Chirac, a faithful patron since 1966, always chooses salt and pepper crab and shrimp, followed by Peking duck and a Chinese beer. Also offered are a vast array of dim sum, crunchy shrimps, crusty chicken with honey sauce and, for dessert, pineapple or mango.
